Kosovo–Spain Relations: How to Move on in 2025
We are proud to present a new publication prepared by Yerai Dheur with the Kosovar Centre for Security Studies (KCSS), exploring the future of relations between Kosovo and Spain.
The publication highlights that Kosovo represents a fundamentally distinct case from Catalonia and the Basque Country, the two secessionist movements in Spain that are influencing Madrid’s rigid stance on international law, Euro-Atlantic integration, and its domestic view that sees Kosovo as a precedent-setting example for such movements. The paper explores what can be done to improve the bilateral relations and proposes the following practical steps forward:
✔ Breaking the “Kosovo taboo” in Spain.
✔ Linking progress to the EU-facilitated Dialogue with Serbia.
✔ Expanding parliamentary, academic and expert diplomacy.
✔ Leveraging visa liberalisation and Council of Europe momentum.
✔ Building trust directly with Spain’s central government, moving beyond regional debates.
✨ While an immediate U-turn concerning recognition is unlikely in the short term, the report showcases that constructive cooperation is both possible and necessary today, opening a new chapter in Kosovo–Spain relations rooted in European values, stability, and shared prosperity.
