Organisational overview

The International Centre for Migration Policy Development (ICMPD) is an international organisation, with 21 Member States and working in more than 90 countries worldwide. Contributing to the development of better and safer migration policies and programmes, ICMPD takes a holistic approach to migration: structurally linking policy and research, cooperation, community outreach, and capacity development. With over 500 staff members, it takes a regional approach in its work towards efficient cooperation and partnerships along key migration routes, with a focus on Africa, Central and South Asia, Europe, Mediterranean, and the Middle East.

Project background

The International Centre for Migration Policy Development (ICMPD) is implementing the “Strengthening Law Enforcement Capacities to Fight Organised Crime in Bosnia and Herzegovina” project. The Overall Objective of the Action is to contribute to the establishment of effective, efficient and EU-aligned border and protection-sensitive migration management systems in BiH.

Objective

Component 3 of the EC-funded project provides targeted support to the Ministry of Security of Bosnia and Herzegovina (MoS), specifically its Sector for Information Technology and Telecommunication Systems (ICT). The overall purpose of Component 3 is to improve, consolidate and modernise ICT systems managed or coordinated by the MoS, thereby strengthening institutional resilience, operational efficiency and compliance with EU standards.

Tasks

The tasks to be completed by the National ICT Expert within this assignment are the following:

To support the MoS ICT Sector by providing specialised technical expertise and expert interventions aimed at analysing, upgrading and enhancing ICT systems, ensuring alignment with EU standards and enabling improved operational capacity of law enforcement agencies, the Expert shall carry out the following tasks under Comprehensive Gap and Needs Analysis of MoS ICT Capacities with associated Development of an Action Plan for improvement subject systems in the MoS ICT Sector:

– Conduct a systematic review of all relevant documentation, existing ICT systems, operational procedures, workflows and institutional structures within MoS, including any subsidiary bodies, in accordance with Activity 7.2 of the Description of Action.
– Identify and clearly articulate existing functional, technical and procedural gaps affecting the effectiveness, efficiency and compliance of MoS ICT capacities.
– Prepare and submit a comprehensive, evidence-based Gap and Needs Analysis Report, ensuring the report is validated through consultations with ICMPD and MoS representatives.
– Prepare an evidence-based, structured Action/Work Plan with prioritisation of action for the MoS ICT Sector that is fully aligned with the deficiencies, risks, regulatory obligations, operational relevance and priorities identified in the Gap and Needs Analysis
– Present the finalised findings, conclusions and recommendations to ICMPD and the MoS in an agreed format and through an agreed presentation modality.

The working modalities of the expert will be subject to agreement with ICMPD and the Ministry of Security.

Deliverables

The National ICT Expert is expected to provide the following deliverables:

1. Documentation Review Summary: A structured summary report outlining the review of all relevant MoS ICT documentation, existing systems, operational procedures, workflows and institutional structures, including subsidiary bodies, conducted in line with Activity 7.2 of the Description of Action.

2. Gap and Needs Analysis Report (Draft): A comprehensive draft report identifying functional, technical and procedural gaps affecting MoS ICT capacities, with preliminary recommendations for addressing identified deficiencies.

3. Gap and Needs Analysis Report (Final): A final evidence-based report, incorporating feedback from consultations with ICMPD and MoS representatives, clearly articulating gaps, needs and actionable recommendations for enhancing ICT systems, ensuring compliance with EU standards and improving operational capacity.

4. Action/Work Plan: A comprehensive Draft Action/Work Plan for the improvement of the subjected information systems under the jurisdiction of the MoS ICT Sector, grounded in the findings of the Gap and Needs Analysis and including:

– A clear mapping of deficiencies, risks and priorities;
– A documented framework establishing the prioritisation of actions required to strengthen MoS ICT capacities;
– Demonstrates justification for each action, considering feasibility, regulatory compliance and operational relevance;
– Incorporation of implementation timelines, responsible units and monitoring mechanisms;
– Submission of the final, validated Action/Work Plan, incorporating feedback from ICMPD and MoS.

5.Presentation of Findings and Recommendations: A presentation of the finalised findings, conclusions and recommendations delivered to ICMPD and MoS representatives in an agreed format and modality.

The final deliverables must be submitted no later than three calendar months after commencement

Reporting lines
The Expert will report to Mr. Adrian Cooper who will be in charge of the overall supervision both in terms of administrative and content issues and who will provide input and comments on deliverables as needed.

Qualifications and Experience

▪ Qualifications:

o University degree in Electrical Engineering, Information Technology or a related discipline;
o Training qualifications in:

▪ Database administration;
▪ Microsoft technologies;
▪ Business process reengineering in the government sector;
▪ Project preparing/writing;
▪ Project risk management;
▪ Personal data protection in the government sector;
▪ Teamwork

▪ Experience:

o Minimum of 10 years of professional experience in ICT system development and analysis within public institutions;
o Demonstrated personal experience, (preferably in the security, law enforcement or public administration sectors), in:

▪ Information system design;
▪ IT system integration;
▪ Database Developing and DBMS (Database Management Systems);
▪ Designing and Development of Distributed Applications;
▪ Migration of Electronic Data;
▪ Machine Learning Integration;
▪ AI-Enhanced Software Solutions;
▪ Project preparing, writing and risk assessment and management ;
▪ Business process reengineering;
▪ MS SQL Server, MySQL, PostgreSQL, Entity Framework;
▪ C#, VB.NET, .NET Framework, ASP.NET, .NET Core, WebAPI;
▪ Angular, TypeScript, JavaScript, React, Docker, Python;
▪ Git, Team Foundation Server, HuggingFace ecosystem, LLM fine tuning,

o Proven knowledge of EU acquis related to: 

▪ Business process reengineering; ▪ Project preparing/writing;
▪ Project risk management;
▪ Personal data protection in the government sector;
▪ Microsoft technologies.

▪ Language Skills: 

o Proficiency in English (verbal and written); Fluency in Bosnian/Croatian/Serbian is mandatory.
